Official Visit Montenegro - March 3, 2014

The Delegation of the Republic of Serbia composed of following members,

visited Montenegro on 03. March 2014. Host to the Serbian delegation was Montenegro’s Ministry of foreign affairs and European integrations - Office of Chief Negotiator. Visit began with meeting with Ambassador of Republic of Serbia in Montenegro, Mr. Zoran Bingulac and continued with meeting with members of the negotiating team of Montenegro. The theme of this meeting was the presentation of the negotiating structure in Montenegro, as well as the progress made in each negotiation chapter. Following this meeting, work was continued through panel groups for subchapters of Chapter 23-Judiciary and fundamental right and Chapter 24- Justice, freedom and security, while while Tanja Miščević, Srdjan Majstorovic, Čedomir Backović, Vanja Vukic and Sanja Mešanović attended a meeting with the Committee for European Integration. Representatives of the Ministry of Justice and Public Administration, Milica Kolaković-Bojovic, Mirjana Mihajlovic and Radomir Ilić, and for the second part joined also by Čedomir Backović attended following meetings: Judiciary reform- review of constitutional framework changes and implementation of strategic framework, Free legal aid, Public enforcement system, Notaries in Montenegro, Juvenile criminal judiciary and misdemeanor system. Members of Montenegro delegation were: Svetlana Rajkovic, Director General and Member of the Negotiating Group on Chapters 23 and 24; Branka Lakočević, Director General and Head of the Working Group on Chapter 23 Natasha Radonjic, Adviser at the Ministry of Justice and a coordinator for the judiciary in the working group for 23 chapter; Merima Bakovic, an independent advisor in the Ministry of Justice and a coordinator for the area of corruption, repression of the working group for Chapter 23; Dusko Velimirovic, an independent advisor in the Ministry of Justice; Tatjana Radovic, an independent advisor in the Ministry of Justice; Members of the Serbian and Montenegrin delegation shared experiences in the reform and implementation of the legislative framework in these areas, and in the context of European integration. Both sides expressed satisfaction with the outcome of the meeting and concluded that it is necessary to continue this kind of cooperation. After meetings in working groups, a plenary meeting with the working group for Chapter 23 and 24 was held. Main topic of plenary meeting was the methodology and supervision of the implementation of the Action Plan for the negotiations with the EU. Representatives of the negotiating groups for chapters 23 and 24, shared their experiences of the process of preparation and the negotiations within the framework of these two chapters and answered many questions from members of the delegation of the Republic of Serbia. At the end of the meeting it was agreed that this form of bilateral cooperation should be continued through alternating meetings and exchange of experiences in Belgrade and Podgorica.
